The bid documents consist of one (1) Project Manual and one (1) complete set of drawings. Bidders may obtain up to three (3) printed sets of bid documents by providing a refundable deposit check of Two Hundred and 00/100 Dollars ($200.00) per each set, with such deposit checks made payable to “Hafer.” Hafer will issue a refund of a deposit to a bidder of up to three (3) sets of bid documents upon the bidder returning said bid documents in good, re-usable condition, to MACO – Evansville Blue no later than November 6, 2020. Failure of a bidder to return such bid documents as described will result in the bidder’s deposit being forfeited.


A. Sealed Proposals for the furnishing of all materials and the performance of all labor in accordance with the contract documents for the project referenced herein will be received at the Newburgh-Chandler Public Library, 4111 Lakeshore Dr. Newburgh, Indiana 47630. All bids will be accepted until 3:00 PM (CST) on October 27, 2020. The Owner will consider bids prepared in compliance with the Instructions to Bidders. Any bids received after the designated time will be returned unopened. Bids shall be delivered in sealed envelopes bearing the name and address of bidder and indicating identification of the project. Bids will be opened publicly and read aloud on October 27, 2020 at 3:05 PM (CST).

B. The term Project as used herein shall refer to:

C. The term Owner as used herein shall refer to:

D. The term Architect as used herein shall refer to:

E. Proposals for the work as indicated on the contract documents will be received as follows:

• Unified Bid Package: Base Bid shall include general construction, landscaping, mechanical construction and electrical construction.

F. Construction shall be in full accordance with the Bidding Documents, which may be examined by prospective bidders at the following location:

G. Copies of the Plans and Specifications may be obtained from MACO – Evansville Blue, 600 Court Street, Evansville, Indiana 47708 (812) 464-8108 or by accessing website hhtp:// using your company’s active account information. If your company is not currently registered, you may do so by clicking “Register for an account”. Registered account holders may download digital files for a nominal fee.

H. A bid may not be withdrawn for a period of sixty (60) days following the time and date designated for the receipt of bids.

J. All work shall meet requirements of the drawings, specifications and other Contract Documents prepared by Hafer.

K. Project is Tax-Exempt. Owner’s Identification Number will be given to successful bidder.

L. Subcontractor and Materials List: The bidder shall include with the Proposal Form the subcontractors and major material suppliers which the bidder will be using on the project. Once submitted, the bidder may not change a proposed subcontractor without Owner approval. Bidders should submit the Subcontractor/Material Supplier List to the Architect no later than 10:00 a.m. (CST) on the day after bids are due.

M. Pre-Bid Meeting: A Mandatory Pre-Bid Meeting and walk-thru will be conducted at the project site on October 9, 2020 from 1:30 PM to 3:30 PM (CST), local time.

N. Bid Security – A Bid Bond of 5% is required.

O. Owner reserves the right to reject any and all bids and waive any and all informalities if the prepared bid does not meet the Contracting Requirements.

P. Each bidder shall visit the site of the proposed work and become fully acquainted with conditions as they exist so the Bidder may fully understand the facilities, difficulties, and restrictions related to the execution of the work under contract.

Bidder shall also thoroughly examine and be familiar with the Drawings and Project Manual. Failure or omission of any Bidder to receive or examine any form, instrument or document or to visit the site and to become acquainted with existing conditions shall in no way relieve the Bidder from any obligation with respect to the Bidder’s Bid Proposal.

Q. The Architect shall not be responsible for oral, telephonic instructions or any other verbal explanations or interpretations of the Construction Documents.

Every request for such interpretation shall be made in writing and addressed and forwarded to Dempson Haney, AIA, Hafer, 21 SE Third Street, Suite 800, Evansville, IN 47708 or No inquiry received within 5 days of the date fixed for opening of the Bids will be given consideration.

Every interpretation made to a Bidder shall be in the form of an Addendum to the Contract Documents which, if issued, shall be sent as promptly as is practical to all persons to whom Contract documents have been issued. All such Addenda shall become part of the Contract Documents and must be acknowledged on the Bid Proposal Form as having been received and included as part of the Bid Proposal.
